Position: Director of Programs

Reports to: Executive Director

 

  1. PURPOSE

 

The Director of Programs organizes and directs the development, planning, and implementation of the Eastern Ohio Correction Center’s offender treatment, and all programs. The Director of Programs performs a variety of direct and indirect supervisory activities, provides technical assistance to facility program coordinators, program staff, and/or other facility personnel, determines appropriate staffing levels and scheduling, and supervises employee disciplinary actions within the Program Department.

  • ESSENTIAL FUNCTIONS & RESPONSIBILITIES

 

  1. Organize and direct the development, planning, implementation, and monitoring of all offender treatment programming.
  2. Identify and develop community resources beneficial to program participants and facility personnel.
  3. Conducts regular meetings with subordinates to ensure that the program department is continuously supplied with the resources necessary to achieve goals and objectives.
  4. Identify program department staffing needs or requirements, and make recommendations to the Executive Director for the hiring of new program department employees.
  5. Interview prospective applicants and make hiring recommendations.
  6. Provide direct and indirect supervisory functions over the program department, including disciplinary actions, review of employee leave requests, grievances, and completion of employee performance evaluations
  7. Identify program department training needs and arrange for appropriate sessions, seminars, and presentations, and evaluate training effectiveness.
  8. Compile program statistical data and information.
  9. Interpret statistical data and information to measure treatment program effectiveness and achievement of goals and objective.
  10. Identify weaknesses and prepare plans for improvement
  11. Ensure that the treatment program complies with federal, state, and local laws, and remains in compliance with state and national minimum standards for adult, community-based residential correctional facilities and treatment programs (CBCF, ACA, ODADAS, etc.)
  12. Responsible for quality assurance for all program standards for ODRC to include ORAS accuracy, case management and group observations, case file reviews, and internal auditing assuring compliance with all ODRC BCS program standards, as well as ODRC CBCF standards.
  13. Responsible to ensure EOCC incorporates evidence-based programming and strives for positive program outcome measures.
  14. Collaborate with the Director of Continuous Quality Improvement and provide all required program review documentation required for all agency audits.
  15. Keep lines of communication open so that subordinates feel comfortable asking questions and reporting concerns.
  16. Serve as a positive role model and representative of the facility by displaying compassion, fairness, integrity, and professionalism in all interactions with other members of the Eastern Ohio Correction Center community and the general public.

  • OHER DUTUES & RESPONSIBILITIES

 

  1. Provide technical assistance and training to program managers and other facility personnel when necessary.
  2. Provide direct services to offender population in the absence of program managers or other facility staff.
  3. Perform public relations functions.
  4. Recruit community volunteers and interns to participate in the facility’s treatment program.
  5. Collaborate with other facility personnel in seeking additional funding sources to augment established treatment programs or create new treatment programs.
  6. Participate in relevant professional organizations and attend meetings, conferences, workshops, and seminars sponsored by professional organizations.
  7. Attend facility committee meetings, program groups, and other facility functions to monitor program effectiveness and compliance with policies and procedures.
  8. Perform other incidental and related duties as required and assigned.

  • SUPERVISORY DUTIES

 

The Director of Programs has direct supervisory authority over the Case Management Coordinator, Programs Coordinator, and jointly supervise the Lisbon Facility Manager along with the Director of Operations. Indirect supervision is maintained over all other facility and contract personnel within the program department.

  • EDUCATION & ABILITIES

 

  1. The Director of Programs must meet the following minimum educational and experience requirements:

 

  1. A bachelor’s degree from an accredited college or university in a related course of study (e.g., behavioral science, criminal justice, social work, etc.)
  2. At least 3 year’s supervisory experience in a related occupation.

 

OR

 

  1. Any combination of work-related experience, training, or college credits at a demonstrated level of achievement equivalent to a bachelor’s degree.
  2. At least 3 year’s supervisory experience in a related occupation.

 

  1. Special knowledge and abilities

 

  1. Strong verbal and written communication skills.
  2. Highly developed organizational leadership skills.
  3. Familiarity with applicable laws, regulations, and standards pertaining to correctional facilities and rehabilitative treatment programs.
  4. Ability to cooperate and interact with elected or appointed public officials (including judges, county commissioners, state legislators, etc.), representatives of other correctional or rehabilitative institutions, members of the media, or citizens of the community.
  5. Possess strong interpersonal communication and conflict resolution skills.
  6. Travel frequently throughout the state and attend meetings, conferences, workshops, and seminars pertaining to the facility and its program or operations.

 

The Director of Programs is an exempt/salary position.
