Resident Accounts at EOCC
While at EOCC, Residents have an account for their money. All monies received will be deposited into this non-interest-bearing account. A Resident Accounts Manager will then administer those accounts, disbursing funds as requested, making deductions for commissary and phone calls, etc., and zip keys cigarettes. EOCC is a cashless facility.
Upon Intake: All residents will receive a unique Commissary Account PIN. This pin is used to order commissary, get phone or email credits, or place money into a resident’s account. Family members may put money into a resident’s account by check, money order received through the mail, online at SmartDeposit.com (money accounts only), by phone at 1-866-394-0490, or through the use of the Cobra Kiosk system. Kiosks are located in the lobby of the Wintersville facility. No Cash will be accepted at any time. Please click the tab below for more information regarding the Kiosk Machines and instructions.

Paychecks: All money earned through employment, either through the EOCC Work Release Program or their own employer, must be deposited into the Resident’s EOCC account. Receipts will be issued for all paychecks received.
All employed Residents must make minimum monthly payments towards either restitution, court costs/fines, or child support before other disbursements will be made. Residents can then complete disbursement requests to send money home to help with household expenses every week.
Any resident who is working and is considered an independent contractor or a sub-contractor, or whose taxes are not directly deducted from their earnings is responsible for paying State and Federal taxes.
No financial transactions are permitted between Residents, Residents and EOCC staff, or Residents and volunteers.
